heritage documentation. this is particularly focused on the documentation occurring within the west soma plan and the japantown community effort. they discussed development incentives with the potential designation and documentation of these resources since they don't follow the traditional model of local landmark designation because often associated with intangible events like festivals or parades. the commission addressed the department's current work in japantown and west soma and both communities were there and discussed the issues they're engaged in. the hpc then passed a motion of intent recognizing that the planning department develop a comprehensive approach to incentivizing these cultural resources city wide and we're going to work with the hpc on this proposal. they would like to bring the proposal to the planning commission and for your comments and forward to the board of supervisors and that concludes my presentation unless you have questions. >> could you help clarify for me and the bank building and beautiful location. i am happy to see movement there. are you saying

that is behind my memo is an update on the planning commission review, the latest review of the western soma community plan, the planning department was given an informational update on this plan that's been ten years or so in the making on november 15th, and the memo they were given to review is attached again, take it home, it's not something you can read up there, it outlines the update they were given and i wanted to highlight the ideas presented the 11 street, what they're calling entertainment corridor, we don't have anything properly called an entertainment corridor, there are 8 different options outline ined this memo presented to them, they protect various current entertainment venues and current housing, all options attempt to minimize conflicts that occur when entertainment and housing are currently not planned for in san francisco as you well know, so the interest we have here in getting involved in that planning process and i know commissioner tan and commission near hyde were at that presentation at planning, we do want to get in as early as possible so that our permittees and

on economic and employment support that prioritizes local residents. something so much like the soma stablization fund that we heard earlier. specifically i like, i want to create pathways and support around eviction prevention, down payment assistance, tenant repair and maintenance and healthy outcomes as well through support services from local nonprofit providers, lion martin, alliance aids health project and others. i'm committed in the seat of staying connected and accountable to the evolving concerns of residents, low income residents, through periodic check-ins with leaders who i have relationships with, with community housing partnership, mercy housing and others. and this of course is on top of my day-to-day work at the lgbt center where a majority of individuals who come through the door on a daily basis are low income, many extremely low income. so i want to reiterate my desire to serve in this seat on this committee and thank you for your time this afternoon. >> thank you, mr. wolff, thank you so much for coming back again to the rules committee. i just have a quick que

been open as a brick-and-mortar restaurant for seven years in the soma district by the ballpark. in restaurant years that is a substantial amount of time to be still making money. we attempted to open another brick-and-mortar restaurant a few years ago. it floated for a little while. and with the economy right now it was just too much for us to keep open. we were lucky to start a partnership with the giants and we operate within their walls during the baseball season, but that is also not year-round. that is six months a year. so we came up with the idea of opening up a food truck. the best thing for us in this idea is san francisco is a pretty small town when it really comes down to it and sometimes you can't actually sustain two of the same concepts within those parameters. so this is kind of like our half-business that allows us to expand our business, and also innovate our cuisine with things that maybe would not fly when people want to sit down and have some food. to add to that, we are not the -- i guess, typically greasy taco truck that most people think of. all of our

today. >> good afternoon, supervisors. my name is howard bloomberg, i live in south beach area of soma, have been there for, living there for 5 years. i came to the bay area in 2000 from the washington, dc area, i was hired in at lockheed martin in sunnyvale as a systems staff engineer to head a specific, be manager of a specific program, and i retired from lockheed martin 3 years ago. i think my major qualification is enthusiasm for walking in san francisco. it's a wonderful walking down, it has the potential of being really one of the great walking areas in the world. this enthusiasm has led me to notice there are issues with pedestrian safety and fortunately in this city where there are organizations covering just about everything that happens in the city, there are organizations associated with pedestrian safety, in particular in district 6 supervisor kim has an organization now run by sunny angelo on pedestrian safety and i have been attending those meetings and in fact have found them very interesting. when the mayor had the task force for pedestrian safety there was a subcomm

that they're tried out in other naikdz neighborhoods. soma is already experiencing incredible density and is really struggling to meet that density with infrastructure, whether it is transit and open space. and i think that it'sá ás÷ realy important that as we experiment or pilot this program, that we really study what the impact to those neighborhoods are, and are we adequately meeting those needs based on this policy. these smaller units would increase population -- could increase population in my district by as much as 32%. and i think that as we do this, it's important that we carefully study this. so i prosecute esh that we are going -- appreciate that we are going to move forward with this in this direction. >> president chiu: supervisor avalos. >> supervisor avalos: thank you. this one is kind of troubling to me. i don't think i read the same memo in everyone else. i thought i lived in a efficiency unit. a family of four, 950 square feet and every inch of space is used. and we're just totally crammed in. i live in a district that is 6500 more people more dense than it was 10

's part of the -- soma redevelopment area plan. but the funding has been secured for the hotel. what slowed it down is the building is historic. we have some additional processes unfortunately. but it will be fulfilling a need in the south of market which is the need for more family housing, multi-unit housing. of course, affordable housing for families which is great. but i do just want to say as someone who has a lot of concerns about efficiency units, particularly the impact in the south of market where we already have a lot of density, and also questioning the market need for this type of unit, i do appreciate the compromise that was brokered and i just want to thank supervisor wiener and all the advocates for really coming together and putting forward a solution where we can test out this type of model of housing and see what the market demand is and kind of who inhabits this type of housing. i know it's a small amount, but i think it's a good start. so, i want to appreciate the work that went behind it. it was months and months of work. >> i want to just add also thanking super
